The phase should involve developing design options in line with the hierarchy of control, selecting the optimum solution while balancing direct and indirect costs against benefits, testing, trialling or evaluating the solution, redesigning to control residual risks, and finalising the design with the safety report and the risk control information needed for the lifecycle. Control measures for common hazards may be chosen from known solutions, and novel or complex hazards may need a risk assessment.
