Australia Model Code of Practice: Safe Design of Structures 3.2c: 3.2 Use the preliminary hazard framework: siting, high consequence hazards, systems of work, environment and incident mitigation

The code's framework for preliminary hazard identification groups sources of hazard. Siting covers proximity to neighbours and roads, distance from infrastructure and emergency help, surrounding land use, construction clearances, demolition of existing assets, underground or overhead services especially electricity lines, adjacent traffic, site conditions including foundations and construction over water, public safety and use of adjacent streets. High consequence hazards cover dangerous goods, high energy hazards such as pressure and biological materials. Systems of work cover prefabrication versus in situ construction, construction materials, staging and coordination, pedestrian and vehicle separation, restricted maintenance access, manual tasks, work at height, psychosocial hazards (insufficient space for equipment, lack of quiet or private and collaborative spaces, layouts that cause double handling) and exposure to violence, aggression, racial, sexual or gender-based harassment or bullying where workers can be trapped, natural surveillance is poor or public access is unrestricted, especially at night, considering technical and human factors and anticipating misuse. Environmental conditions cover adverse natural events, ventilation, lighting, background noise and facilities that do not meet needs such as unlockable changing facilities or accommodation. Incident mitigation covers entry and exit points, assembly areas and access for emergency services.
