When preparing the plan, the PCBU needs to consider all relevant matters, including the nature of the work and its hazards, where the workplace is and how big it is (for example how remote it is and how close health services are), and how many people are there and who they are, such as employees, contractors and visitors. For a coordinated response, the excavation plan should form part of the principal contractor's broader emergency plan for the construction project.
