Where a structure could reasonably be expected to serve as, or be used at, a workplace, its designer must ensure, as far as reasonably practicable, that it is designed without risks to the people who construct it. Under WHS Regulation 295 the designer has to provide the person who commissioned the design with a written safety report listing hazards of the design that, to the designer's reasonable knowledge, put at risk the people who will build the structure or a part of it, and that stem only from this specific design. Designers should take possible excavation methods and safety controls into account when finalising design documents and the safety report (see the SWA code on safe design of structures).
