Where the PCBU manages or controls the workplace, it must have a competent person identify, as far as reasonably practicable, every item of asbestos or ACM present or assumed present. Asbestos likely to be disturbed by demolition must be identified and, as far as reasonably practicable, removed first; if only part of a structure comes down, removal is required only for asbestos that demolishing that part is likely to disturb, before the excavation or demolition begins. The PCBU doing the demolition or refurbishment must assume asbestos is present if the competent person is reasonably uncertain, or if an inaccessible part of the plant or structure is likely to be disturbed. Construction work likely to disturb asbestos counts as high risk construction work, so a SWMS is needed. Planning should consider the building's age, where asbestos is, inaccessible areas, whether it can be removed safely first, its type, condition and amount, the demolition method, and whether it is friable. Partial demolition may be done to reach asbestos in place so it can be taken out safely.
