Australia Indigenous Procurement Policy (May 2026)
Section 4 Mandatory Minimum Indigenous Participation Requirements for high value contracts – Australia Indigenous Procurement Policy (May 2026)

Australia Indigenous Procurement Policy (May 2026) 4.6.2: Tender evaluation and panel orders: consider past MMR compliance from the IPPRS, the proposed Indigenous Participation Plan and, for remote components, the ability to achieve significant outcomes; when ordering from a panel where the order meets the MMR criteria, require the panel member's Indigenous Participation Plan and past compliance details and consider them in the evaluation, awarding only to suppliers with the capacity to meet the MMR

What does 4.6.2 require?

The Commonwealth entity must consider each tenderer's past compliance with MMR requirements as recorded in the IPPRS, its plans to increase Indigenous participation as set out in the proposed Indigenous Participation Plan, and, for contracts with a remote component, its ability to achieve significant Indigenous participation outcomes in remote Australia. Procuring officials ordering from a standing offer or panel whose deed identifies the MMR must, when the contract or official order meets the MMR criteria, ask the panel member for an Indigenous Participation Plan and details of past MMR compliance and consider them in the procurement evaluation; a panel supplier must have the capacity to meet the MMR to be awarded the contract or order.
