The MMR requires the supplier to achieve a minimum percentage of Indigenous employment or Indigenous supplier use, or a combination, on average over the term of the contract. In consultation with the purchasing entity the supplier elects either a contract-level target of 4 per cent (4 per cent Indigenous employment of the full time equivalent Australian-based workforce deployed on the contracted project, or 4 per cent of the value of goods and services under the contract awarded to Indigenous enterprises, or a combination summing to 4 per cent, such as 1 per cent employment and 3 per cent supplier use) or an organisation-level target of 3 per cent (3 per cent Indigenous employment across the supplier's Australian-based workforce, or 3 per cent of its Australian supply chain awarded to Indigenous enterprises, or a combination summing to 3 per cent). Targets are measured by the end of the contract term and may be met directly or through subcontracts.
