Australia Indigenous Procurement Policy (May 2026)
Section 4 Mandatory Minimum Indigenous Participation Requirements for high value contracts – Australia Indigenous Procurement Policy (May 2026)

Australia Indigenous Procurement Policy (May 2026) 4.1: MMR in tendering: tenderers must set out how the targets will be met in an Indigenous Participation Plan, state whether they have been subject to MMR targets before and declare current Indigenous employment and supplier use; the entity must consider each plan and the tenderer's past MMR performance held in the IPPRS and document those considerations in the tender assessment

What does 4.1 require?

Where the MMR applies, tenderers must outline how the targets will be achieved in an Indigenous Participation Plan, indicate whether they have previously been subject to MMR targets, and declare their organisation's current levels of Indigenous employment and supplier use. When evaluating tenders the relevant Commonwealth entity must consider each tenderer's Indigenous Participation Plan, consider the tenderer's past performance against MMR targets (held in the IPPRS and available through the entity's central procurement team), and document these considerations as part of the tender assessment.
