Every permitted source submits an emissions inventory questionnaire on the director's form: Class I sources by 1 June each year, Class II sources by 1 June every three years from 2021 (and additionally when the director requires), with source and process information and actual emissions of any pollutant above 1 ton (or the significance level if lower) or 2.5 tons combined, with the estimation method, certified by a responsible official. Stationary sources in ozone nonattainment areas emitting 25 tons or more of NOx or VOC file an emissions statement by 1 June covering both pollutants. Errors discovered within two years are corrected by amendment within 30 days. Emissions are estimated in order of preference from certified or quality-assured continuous monitors, source tests, AP-42 factors, material balance, then approved equivalent methods, using actual operating data.
