Compliance is determined with the Arizona Testing Manual, 40 CFR 52 Appendices D and E, 40 CFR 60 Appendices A to F and 40 CFR 61 Appendices B and C; opacity by Reference Method 9 or ALT-082 unless the permit specifies another EPA-approved method; solid fuel heat content by ASTM D-3176-89 and D-2015-91. The director may approve alternative or equivalent methods in a test plan (except for Articles 9 and 11 and ambient monitoring) that measure the same characteristics with equal or better reliability and follow quality assurance procedures.
