Permits require compliance certifications at least annually (Class I permittees also to EPA) identifying each condition, the methods used to determine compliance, whether compliance was continuous or intermittent, each deviation and, for 40 CFR 64 units, excursions; every submitted document must carry a responsible official's truth, accuracy and completeness certification; the permittee must let the director, on credentials, enter premises, copy records, inspect equipment and practices, sample or monitor and record the inspection. The compliance plan states compliance status and, for non-compliance, a schedule of remedial measures with milestones at least as stringent as any consent decree and certified progress reports at least every six months with dates achieved and reasons for slippage; any federal implementation plan applying must be complied with.
