Each permit states its term, enforceable limits with their origin, fugitive emission requirements, and monitoring (including 40 CFR 64 compliance assurance monitoring and periodic monitoring where none exists). Records must show date, place and time of sampling, analysis date, analyst, method, results and operating conditions, and all monitoring data and support information (calibration, maintenance, strip charts, report copies) must be kept at least five years. Monitoring reports are certified by a responsible official and filed at least every six months (Class I) or yearly (Class II), identifying deviations; deviations are reported promptly (excess emissions within the R18-2-310.01 timeframes). Standard conditions bind the permittee: comply with all conditions, the statute and 18 A.A.C. 2 (non-compliance grounds enforcement, revision or denial of renewal); need to halt or reduce activity is no defence; a revision request does not stay conditions; furnish requested information and records; pay fees; for major sources in nonattainment areas, apply reasonably available control technology; log changes between approved alternative operating scenarios contemporaneously. Acid rain units may not exceed allowances.
