Noise control applies where predicted or measured noise from a facility exceeds the applicable guideline at the most sensitive point of reception, covering noise beyond the property boundary. Preferred control is at the source, with guideline levels differing for residential, institutional and educational receptors and for industrial and commercial receptors, and offsite increases limited relative to background. Highly intrusive transient noises are excluded when establishing background. Monitoring is designed and carried out by trained specialists over a long enough period for statistical analysis. Worker noise exposure is handled under occupational health and safety.
