World Bank Group General EHS Guidelines 1.5: 1.5 Hazardous materials management

Facilities set hazardous materials management priorities from hazard analysis, avoid or minimise use where practicable, and prevent uncontrolled releases and reactions. Release prevention and control planning includes a spill control plan inside the emergency response plan, operator training and drills, inspection, safety data sheets in the local language, controlled hot work and confined space entry, and protective equipment. Preventive measures cover transfers, automatic overfill protection, reaction, fire and explosion prevention, secondary containment (for drummed storage of 1,000 litres or more, impervious sloped or bermed areas holding at least 25 percent of the volume), tank and pipe leak detection and underground tanks. Facilities handling hazardous materials at or above threshold limits prepare a risk management plan covering major hazards, with management actions, emergency preparedness and community involvement.
