Facilities avoid, minimise and control emissions to air through energy efficiency, process change, fuel or material selection and emission controls, chosen using regulatory requirements, source significance, location relative to sensitive receptors, existing air quality and cost-effectiveness. Significant sources are assessed against ambient air guidelines using recognised dispersion models, projects in degraded airsheds or near ecologically sensitive areas keep any increase to a small fraction of the standard, stacks follow good international practice for height, small combustion plants of 3 to 50 MWth meet the table guidelines, fugitive VOC and dust sources are controlled, ozone-depleting substances are not installed in new systems, vehicle emissions comply with national programmes, greenhouse gases are quantified, and emissions and air quality are monitored by trained staff with QA/QC and certified laboratories.
