Eligibility for a carcinogens licence is limited to employers and self-employed persons, and the licence can be granted only for that applicant's own workplace. A business using a scheduled carcinogenic substance at several sites therefore needs the licence to name each workplace it covers, and a contractor cannot hold the licence on behalf of the site owner.
