This is a Dangerous Goods Act 1985 prohibition in Division 4, and the r 217 exclusions (research, sampling, training samples, incidental mining) do not extend to manufacture, so it applies without exception. Penalty: 100 penalty units (natural person) or 400 penalty units (body corporate).
