Where there are reasonable grounds for doubt about whether dust contains asbestos, the person dealing with it under Part 4.4 has two options: proceed on the footing that the dust is asbestos-contaminated, or have a sample analysed (the analysis must then be done by an approved asbestos laboratory under r 213). The dust cannot simply be treated as clean while the doubt remains, and the choice made drives which removal, containment and disposal controls apply.
