An employer or self-employed individual must not use, or cause the use of, a broom, a brush (other than one used for sealing), or a power tool, a high pressure water jet or a similar instrument on asbestos unless its use is controlled. Use is controlled when the tool is enclosed, engineering controls are applied, or both, so that the duty holder ensures no one is likely to be exposed above half the asbestos exposure standard. Respiratory protective equipment cannot be counted towards staying under that half. The prohibition does not apply if, during use, airborne fibre levels do not go above 0.01 f/ml.
