DDTC approval of a proposed manufacturing licence, technical assistance, distribution or off-shore procurement agreement is needed before defense services are furnished, even where all the information used is in the public domain or exempt, and for training foreign military forces in the use of defense articles; agreements may not enter into force, or be amended in scope, without approval, and minor administrative amendments must be filed within 30 days (124.1). The EAR has no general defense-services control, but it restricts specified U.S.-person activities, such as support for weapons of mass destruction end uses and for military-intelligence end uses or end users, and certain support involving semiconductor manufacturing equipment and advanced semiconductor production in Macau or Country Group D:5 destinations, with licence requirements triggered by knowledge, by a BIS 'is informed' notice or, for some semiconductor activities, regardless of end use (744.6).
This control maps to 4 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 4 it maps to, and the evidence behind each claim, over MCP and REST.
