A licence is required for items in Supplement No. 2 to Part 744 when the exporter has knowledge they are intended, entirely or in part, for a military end use in Burma, Cambodia, the PRC, Nicaragua or Venezuela, or for a military end user of those countries (outside them, only MEU List entities); and for any item subject to the EAR for a military end use in Belarus or Russia or a Belarusian or Russian military end user (outside them, only Entity List footnote 3 entities); military end use covers incorporation into or support of USML, A018 and 600 series items, and military end user covers armed services, national guard, national police, government intelligence or reconnaissance organisations and supporters of military end uses. The MEU and Entity Lists are not exhaustive within those countries, so exporters must determine end-user status themselves; restrictions extend to 50-percent-owned affiliates of listed entities; only GOV applies; applications must state that they are submitted under this section with all known end-use and end-user information; presumption or policy of denial (food and medicine EAR99 to Russia and Belarus case by case). The 50 percent affiliates extension (90 FR 47201, 30 September 2025), which the eCFR text still carries, is stayed from 10 November 2025 to 9 November 2026 by 90 FR 50857 and returns on 10 November 2026 absent a further extension.
This control maps to 1 controls across 1 other frameworks. If you already hold one of them, the evidence you collected for it is the starting point here rather than new work.
Every mapping shown was judged rather than inferred from wording similarity, and the ones that failed review are published too. See the coverage reports and what was rejected.
The graph holds this control, the 1 it maps to, and the evidence behind each claim, over MCP and REST.
