Nitrogen trifluoride is used in a small number of industrial processes such as semiconductor, solar panel, chemical laser and LCD panel manufacture, so very few government bodies will use or emit it. The gas was added in the second Kyoto compliance period and the Secretary of State amended the Climate Change Act definition of greenhouse gases to include it; under that legal requirement entities shall report NF3 emissions where they are material. The current GGC commitments, set before the amendment, do not include NF3 and are not adjusted within a commitment period, though Defra plans to include it in the next one.
