UK HM Treasury Sustainability Reporting Guidance 2026-27 (FReM) 5.11-5.12: Sustainable procurement: where material, report the systems in place and the action taken to buy sustainably, including the steps taken to embed the Government Buying Standards in contracts and to understand and reduce supply chain impacts and risks

What does 5.11-5.12 require?

Commissioners of public services must, under the Public Services (Social Value) Act, weigh economic, social and environmental well-being in public services contracts, and the sheer size of the public sector supply chain gives it real leverage over sustainability. Where the subject is material, a central government body shall describe the systems it runs and the steps it has taken to purchase sustainably, and that account shall cover how compliance with the Government Buying Standards is written into contracts and what is done to understand and reduce impacts and risks in the supply chain.
