Where service, inspection or testing finds a system or part of it inoperable, in a fault condition or impaired (excluding areas under construction), a completed red label goes on the outside of the panel cover or in a permanent location; the licensee's signature certifies that the listed conditions caused the state. Where the system is inoperable, the licensee or firm tells the owner, occupant or representative and, where there is one, the local authority about every impairment by word of mouth at once and confirms in writing by email, fax or hand delivery no later than the next business day; for a fault or impairment the written notice goes out by post, email, fax or hand within three business days. The label stays on until the conditions are fixed and a certifying service label is attached, may then be taken off by a licensed employee or agent of a registered firm or by a regulator, and the local authority hears within five business days of its removal or revision. Red labels are about three inches square, removable adhesive, red with black lettering, and carry the do-not-remove inscription, the marked status (inoperable, impaired or fault), the firm's name, address, telephone number and certificate number, the date with the licensee's handwritten signature and licence number, and the list of conditions.
