OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.1428: 1926.1428 Signal person qualifications

Before a signal person gives any signal, their employer must ensure they meet the Qualification Requirements, using one of two options. Option 1: the signal person holds documents issued by a third party qualified evaluator showing they meet the requirements. Option 2: the employer's own qualified evaluator assesses the individual, determines that they meet the requirements and documents that determination; this assessment is not portable, so other employers may not rely on it. Whichever option is used, the documentation must be kept at the site for as long as that employer employs the signal person and must list each type of signalling (for example hand or radio) for which the person qualifies. If the person's later actions suggest they do not meet the requirements, the employer must stop them signalling until retraining is given and a new assessment under either option confirms qualification. The Qualification Requirements are that the signal person knows and understands the type of signals used (including the Standard Method if hand signals are used), is competent in applying them, has a basic grasp of equipment operation and limits including crane dynamics when loads swing and stop and how the boom deflects when hoisting, knows the relevant parts of 1926.1419 to 1926.1422 and this section, and demonstrates all of this by passing a practical test plus an oral or written test.
