Before assembly or disassembly, the employer must work out whether the equipment, load line or load (rigging and lifting accessories included) could get nearer than 20 feet to any power line in the direction or area of the work. If so, one of three options applies. Option 1: get confirmation from the utility owner or operator that the line is deenergized and visibly grounded on site. Option 2: keep everything at least 20 feet away using the encroachment measures below. Option 3: find the line voltage and the Table A minimum clearance in 1926.1408, and if anything could get closer, apply the encroachment measures to hold that distance. Encroachment measures for Options 2 and 3: a planning meeting with the A/D director, operator, A/D crew and others in the area covering where the lines are and how encroachment will be prevented; nonconductive tag lines if tag lines are used; and at least one effective extra measure, chosen from a dedicated spotter in continuous contact with the operator (with a visual aid such as a painted line, stanchions or landmarks, positioned to judge the distance, with communication equipment where needed, giving timely information), a proximity alarm, an automatic warning device for example a range control warning device, an automatic range limiting device, or an elevated warning line, a barricade, or a row of signs carrying high-visibility flags in the operator's view. No part of a partly or fully assembled crane or derrick, load line or load may be below a power line, or closer than the Table A distance, unless the employer has confirmed the utility has deenergized and visibly grounded the line at the worksite. When Option 3 is used, the utility has two working days to supply voltage information the employer asks for. Lines are treated as energized unless the utility confirms they have been and remain deenergized and visibly grounded at the site. At least one electrocution hazard warning must be posted in the cab where the operator can see it, plus at least two on the exterior of the machine except on overhead gantry and tower cranes.
