OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.1402: 1926.1402 Ground conditions

Ground conditions means how well the ground supports the equipment, taking in slope, compaction and firmness; supporting materials include blocking, mats, cribbing and marsh buggies. Equipment may not be assembled or used unless the ground is firm, drained and graded enough that, together with supporting materials where needed, the manufacturer's specifications for support and levelness are met. The drainage element does not apply in marshes and wetlands. The controlling entity must make sure the needed ground preparation is provided, and must tell the equipment user and the operator where hazards lie beneath the set-up area (voids, tanks, utilities and similar) when those hazards appear in documents it holds, for example soil reports, site plans or as-built drawings, whether kept on site or elsewhere, or are otherwise known to it. If a project has no controlling entity, the preparation duty falls on the employer with authority on site to make or arrange ground preparation. When either the operator or the A/D director decides the ground falls short, that person's employer must discuss with the controlling entity what preparation is needed so that, with suitable supporting materials if necessary, the requirement can be met. The section does not cover cranes designed for rail use operating on general railroad system track regulated by the FRA under 49 CFR part 213 that complies with FRA rules.
