OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.1423: 1926.1423 Fall protection

Application: tower cranes are excluded from paragraphs (b), (c)(3), (e) plus (f); every type of equipment is subject to (c)(1) and (c)(2), (d), (g), (j) plus (k); (c)(4) and (h) cover tower cranes only. Lattice boom equipment made after November 8, 2011 needs boom walkways at least 12 inches wide where the boom's vertical profile (chord centerline to chord centerline) is 6 feet or more; guardrails along walkways are not required, are prohibited where pendant ropes or bars could snag them or where they are the removable type, and otherwise may be no higher than 45 inches. The guardrail criteria of 1926.502(b) are not applied to this equipment. Originally fitted steps, handholds, ladders and guardrails must be kept in good condition. Equipment made after November 8, 2011 must provide safe means of getting from the ground to the operator work stations and back using devices meeting SAE J185 (May 2003) or ISO 11660-2:1994(E) unless infeasible, with slip-resistant walking surfaces except crawler treads; tower cranes made after that date need the same between ground, cab, machinery platforms and mast, meeting ISO 11660-1:2008(E) and ISO 11660-3:2008(E) or SAE J185 unless infeasible. Personal fall arrest and restraint systems must use components meeting 1926.502(d) (except (d)(15)), with body belts or harnesses. Non-assembly work (not tower cranes): fall protection must be provided and used where an unprotected side or edge is more than 6 feet up when moving point-to-point on non-lattice booms, on lattice booms at an angle, and on horizontal lattice booms with a fall of 15 feet or more; and at any work station on the equipment, except when in the cab, on the deck, or at or near draw-works that are running. Assembly and disassembly: fall protection above 15 feet, with the same exceptions. Tower cranes: above 6 feet for work that is not erecting, climbing or dismantling (same exceptions) and above 15 feet for erecting, climbing and dismantling. Anchorages: personal fall arrest and positioning systems may be tied off to whatever part of the equipment appears substantial, unless a competent person, by visual inspection without engineering analysis, would conclude 1926.502(d)(15) or (e)(2) is not met; portable attachable anchors must meet those criteria; restraint anchorages must withstand twice the maximum foreseeable load. A fall arrest system may be anchored to the hook or load line only if a qualified person finds the set-up and capacity meet 1926.502(d)(15), the operator is at the site and informed, and no load is on the line. Employees exposed to falls while on or hoisted by the equipment must be trained on the subpart's fall protection rules and the applicable parts of 1926.500 and 1926.502.
