OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.1419: 1926.1419 Signals, general requirements

A signal person must be provided when the operator cannot fully see the point of operation (load travel, or the area at or near where the load is placed), when a travelling machine's view ahead along its route is blocked, or when the load handler or the operator decides one is needed because of site-specific safety concerns. Signals must be hand, voice, audible or new signals. Hand signals must follow the Standard Method in Appendix A; where that is infeasible or an operation or attachment is not covered by it, non-standard hand signals are allowed only after the signal person, operator and any lift director meet beforehand and agree on them. New signals are allowed where the employer shows they give communication at least as effective as voice, audible or Standard Method signals, or conform to a national consensus standard offering such communication. The signal type and the means of transmission (line of sight, video, radio) must suit site conditions. The ability to pass signals must be kept throughout; if interrupted, the operator stops operations needing signals until it is restored and a proper signal has been given and understood. An operator aware of a safety problem needing discussion with the signal person must stop safely and resume only when both agree it is resolved. Only one person signals at a time, except that anyone who sees a safety problem must give the stop or emergency stop signal. Directions are given from the operator's perspective. A signal person working with more than one crane must identify the crane before each function or direction, or use an equally effective identification method.
