OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.1418: 1926.1418 Authority to stop operation

Gives the crane operator stop-work authority. Whenever a safety concern arises, the operator must be empowered to halt operations and decline to handle loads, and that refusal stands until a qualified person decides that safety is assured. The employer's duty is to grant and respect that authority, so work rules, supervisors and lift directors must not override an operator who stops for safety reasons, and operations resume only after a qualified person's determination. The provision applies to all covered equipment including equipment rated at or below 2,000 pounds (1926.1441).
