OSHA Safety and Health Regulations for Construction (29 CFR Part 1926) 1926.1416: 1926.1416 Operational aids

Listed operational aids are required on covered equipment unless stated otherwise; articulating cranes are exempt from (e)(1) to (e)(3), and (d)(3), (e)(1) plus (e)(4) cover digger derricks only if made after November 8, 2011. Operations may not begin unless the listed aids work, except while one is being repaired and the specified temporary alternative measures are used; more protective measures from the crane maker must be followed. If an aid fails during operation the operator stops safely until alternatives are in place or it is fixed. An unavailable replacement part may be replaced by a substitute device performing the same function, which is not a 1926.1434 modification. Category I aids must be repaired within 7 calendar days of the deficiency, or, if the employer documents ordering parts within 7 calendar days, within 7 calendar days of receiving them. They are: a boom hoist limiting device on equipment made after December 16, 1969 (alternatives: boom angle indicator, or a boom hoist cable mark visible to the operator, with mirrors or cameras if needed, or to a spotter); older equipment without one must use one of those measures at all times; a luffing jib limiting device (same alternatives applied to the jib); and anti two-block devices on telescopic boom cranes made after February 28, 1992 (alternative: cable mark plus spotter when extending), on lattice boom cranes made after February 28, 1992 (prevent or warn) and lattice boom cranes and derricks made after November 8, 2011 (must prevent), with an exception for dragline, clamshell, magnet, drop ball, container, concrete bucket, non-personnel marine and pile driving work (alternative: cable mark or spotter), and on articulating cranes with a load hoist made after December 31, 1999. Category II aids must be repaired within 30 calendar days, or, if parts were documented as ordered within 7 calendar days and arrive too late, within 7 calendar days of receipt. They are: a boom angle or radius indicator that can be read from the operator's station (alternative: measure); a jib angle indicator for luffing jibs; a boom length indicator on telescopic booms unless capacity is independent of length (alternatives: marks, calculation or measurement); a load weighing device or a load moment indicator or limiter on machines (not derricks or articulating cranes) made after March 29, 2003 rated over 6,000 pounds, and on articulating cranes made after November 8, 2011 (which may also use an automatic overload prevention device), with the alternative of determining load weight from a recognised source or calculation and giving it to the operator before the lift; and, on equipment made after November 8, 2011, an outrigger/stabilizer position sensor (alternative: operator verifies position) and a hoist drum rotation indicator where the drum is not visible (alternative: mark the drum, with mirrors or cameras if needed). 1926.1417(j) adds notification duties.
