NHS England HTM 06-01 Electrical Services Supply and Distribution (2017 Edition) 17.0-17.8: Maintenance duty, responsibility framework and risk-assessed shutdowns

The Electricity at Work Regulations require all electrical equipment to be maintained; HSG230, BS 6626, BS 6423 and BS EN 60422 give switchgear and oil guidance. Responsibility for safety and maintenance should be embedded in the organisation's structure (HTM 00, HTM 06-02, HTM 06-03). Where testing or maintenance will shut down services, especially the PES or secondary supply, the risk to patient care should be discussed and minimised. Staff, especially in critical care, and agency and new staff should know what measures exist from a socket-outlet failure up to full PES loss. The Group should evaluate maintenance risks, frequencies and arrangements; competent staff should advise on makers' specifications and legal duties; the approach should support the NHS Premises Assurance Model.
