Chapter 8: a data quality factor reduces any collection not of excellent quality. To earn good or excellent quality the assessor tests weight data (contracts allowing agreed weights fail unless all weights are shown to be actual; the same weight five or more times in a month at 25 kg or above, or seven at under 25 kg, or repeating densities, must be proven or replaced by counts; weighing must be observed with calibrated scales, tare, reliable records and bins fully on the scale), tests bin counts (collections on public holidays above half the daily average, identical counts on over 60 % of collections, or more bins than configured on over 20 % must be explained or corrected), and compares the primary source with an independent second count over one full month within 20 % variance. GECA-certified collection services satisfy the weighing observation and second-source checks. Records of every check are kept.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
