Chapter 6: data is needed for every container of operational waste per collection, as contents weight or bin count, for at least 90 % of collections of each core stream over 12 months (checked by the Platform), measured at the point of presentation for collection; missing data is never interpolated. Methods rank actual weight on calibrated scales (annual calibration, tare removed, no agreed weights, weighbridges only for compactors; mandatory for 16 streams such as e-waste, batteries, pallets and printer cartridges), then site-specific density from at least one density audit per bin service, then NABERS standard densities; no calculated weight is ever accepted as a weight. Energy from waste is disposal, classed as incineration only for fuel replacement with under 10 % rigid plastic, biomass, or thermally treated clinical waste, otherwise landfill; streams not actually recovered in the region are allocated to landfill. Contamination rates from audits (or standard rates) reduce recovered weights.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
