7.3.4: car parks (motorcycle parking included) count only in base and whole building ratings, which must include lighting and ventilation for spaces provided to office tenants and visitors as a tenancy benefit or used for base building operations, metered or not; metering shared with other basement services cannot be proportioned. Complete exclusion is allowed only where the car park is off site, or is independently owned and managed and wholly and separately metered. Proportional exclusion of non-office-tenant spaces needs a dedicated car park meter and uses lease allocations first, then allocated spaces over total spaces (dedicated spaces or passes issued, whichever greater), then signed tenant statements, else nothing is excluded; the exclusion cannot exceed 100 %. Car parks serving only education and medical tenants stay in base building ratings. Methods and data are fully documented.
