1.2, 1.4 and 3.8: the Rules are read with the published Rulings, which prevail where they conflict. Assessors must follow the Rules unless the National Administrator has given prior written approval; any procedure not in the Rules needs approval for each rating in which it is used, at the Administrator's discretion, with the correspondence kept before lodging. An alternative method must be equivalent in result, accuracy and validity to the preferred method, or acceptable with its output treated as an estimate under 3.4 or other stated conditions. Assessors must use the latest versions of the Rules and Rulings referenced.
