3.3 and Appendix C.1 and C.2: a rating rests on 12 months of acceptable data; once certified it is valid for up to 12 months. The rating is lodged within 120 days after the rating period ends; lodged in time it is valid 365 days from certification, lodged late it is valid only to 365 days after the rating period ends, and no validity may run beyond 485 days after the end of the rating period, so late certification after queries shortens validity. Assessors allow 10 working days for National Administrator responses. A combined energy and water application uses one rating period.
