3.2: a building is eligible for a base or whole building rating when it was used as, or fit for, an office in the rating period; less than 80 % of total office NLA was excluded for lack of consumption data; the minimum energy or water coverage is met; for a new building or major refurbishment the 12-month rating period starts at the earliest of 75 % of office NLA tenanted, 2 years after the certificate of occupancy, or 2 years after the last CBD major refurbishment exemption expired where no certificate was needed; and it was occupied on at least one day. A tenancy is eligible on the matching office-use, 80 % data, coverage and new-building tests. Ratings are for single buildings: where it is unclear, a majority of ten listed features (common entry, interconnection, shared central services, one owner, one street address, one lot, construction within 2 years by design, accessible horizontal travel, lettable as one, a reasonable person's view) marks a single building; separate buildings need their own metering unless the National Administrator allows an exception.
