7.3.1: in base building ratings, where a server room's area was excluded, the energy of central services to it is excluded if adequately sub-metered or thermally metered (thermal metering under the Thermal Energy Systems Rules). In tenancy and whole building ratings, energy follows the area: wholly included area means wholly included energy, wholly excluded area means excluded energy, a partial area exclusion excludes the separately metered external equipment's energy, and a proportional exclusion excludes energy in the same user proportion. Documentation is the same as for the area exclusion.
