7.1 and 7.2: energy is determined under Chapter 4 of the Metering and Consumption Rules and the Shared Services Ruling for mixed-use buildings, and every required end use must be covered by identified supply points or by an allowable alternative method. Base building coverage: common-area lighting and power, lifts and escalators, air conditioning and ventilation including central supplementary services and services needed to keep premises safe, lit and comfortable, exterior lighting, generator fuel for central services including fire systems, tenant car park ventilation and lighting within the site, exterior signage identifying the owner or building or provided under a lease, and sumps and hydraulic pumping. Tenancy coverage: lighting, equipment power including servers and internal signage, tenant supplementary air conditioning for a special requirement, tenant generator fuel and external signage not provided by the owner. Whole building: both. Unoccupied office spaces' energy is always included. Energy is excluded only where outside the coverage, a Rules method permits it and its metering meets the requirements and contains no required end use; EV charging and locality transmission towers are outside coverage.
