5.3.6: as the last resort, Core Hours may be estimated by, in order, period-weighting the space's own hours where data covers only some shifts or periods, averaging nearby spaces with similar uses and tenants, or averaging the other included spaces; the estimate is added to the potential error for hours (except fitout-period hours derived by the first method), and AHAC or unusual hours cannot be added. Calculations, the list of spaces and hours used, and evidence that no higher method applied are retained.
