What does EWO-5.3.5 require?

5.3.5: where OTA hours and a TOS cannot be used, default Core Hours of 45 hours a week may be used for any scope without adding to potential error; a lower estimate requires documented reasons. AHAC and unusual hours cannot be added to a space on default hours. For base and whole building ratings, where a TOS was refused, the assessor keeps evidence of the refusal or of repeated unsuccessful contact over at least 2 weeks.
