4.5.1 to 4.5.3: after dividing the NLA the assessor excludes spaces not used as offices in the period, server rooms and support facilities as 4.5.4 and 4.5.5 require, and spaces without consumption data (4.5.6); excluded areas are still entered and flagged. Space counted as NLA only by commercial negotiation (for example foyer or atrium space) is excluded unless documented as negotiated NLA, fit for office use, used as office rather than support space, and not in a foyer, atrium, lift, lobby, car park or walkway. A space is excluded if used for a non-office purpose, unoccupied throughout the period, or unfit for office use; spaces under 5 m2 need not be excluded unless walled, but adjacent similar spaces are grouped. The Rules' examples exclude retail and public-service spaces, public cafes and gyms, toilet and shower blocks over 5 m2, end-of-trip facilities, chain-wire basement stores and archival stores, public libraries and secure vaults, and include tenant-only cafes, gyms, meeting and breakout rooms, call centres and fitted-out stores. Energy used in excluded spaces may still need to be counted under Chapter 7.
