Sections 13 and 13A: an application to an issuing authority must be in the approved form and include an energy efficiency rating for the building (or the building containing the area), a lighting energy efficiency assessment for the building or area, and the start day sought; the rating and the lighting assessment must each be worked out by an accredited assessor applying the methods determined under s 21, or provided or approved by an auditing authority. The issuing authority issues the certificate only if satisfied the rating and assessment are appropriate; the certificate states the rating, the lighting assessment, the start day and a currency period of no more than 12 months. Particulars go on the public Building Energy Efficiency Register (s 14), and are deleted if an auditing authority notifies that the rating or lighting assessment is not appropriate.
