The minister may instruct a mail-order seller that breaches Articles 11 to 13-2 or refuses or unduly delays performance or refunds, tries to make customers order against their will (the ordinance act: not letting customers easily check and correct an electronic order before submitting it), or commits the ordinance acts harming fairness (obtaining email advertising consent without making it easily recognisable, or outsourcing email advertising to a contractor that breaches the rules); instructions and business suspension orders of up to two years (Article 15) are published, and officers may be barred (Article 15-2).
