For satellite networks or systems outside the Section II coordination procedure, the administration (or one acting for a named group) sends the Bureau a general description with the Appendix 4 characteristics, to be published in advance in the BR IFIC at most seven years and preferably at least two years before the planned bringing into use (9.1), and sends amendments as soon as available, a new band, a new geostationary orbital position or certain non-GSO and inter-satellite changes requiring a new advance publication (9.2); cost-recovery payments under Council Decision 482 must be made or the publication is cancelled (9.2B.1). Any administration fearing unacceptable interference comments within four months of publication and both then cooperate to resolve difficulties (9.3); the publishing administration first explores every means of its own, and the parties seek mutually acceptable adjustments (9.4).
