RR Chapter III: Coordination, notification and recording of frequency assignments – ITU Radio Regulations and Space Security Standards

ITU Radio Regulations and Space Security Standards RR11.BIU: RR Article 11: Bringing space station assignments into use (Nos. 11.44 to 11.48)

What does RR11.BIU require?

The notified date of bringing into use of a space station assignment must fall within seven years of the date of receipt of the complete advance publication (9.1, 9.2) or coordination (9.30) information, failing which the Bureau cancels it (11.44, 11.44A). A GSO assignment is brought into use when a capable space station is deployed and kept at the notified position for 90 continuous days, reported within 30 days of the end of that period, with Resolution 40 applying (11.44B); a non-GSO FSS, MSS or BSS assignment when a capable space station is kept on a notified orbital plane for 90 continuous days, reported within 30 days (11.44C, Resolution 8); other Earth-orbit non-GSO and non-Earth assignments on deployment, reported within 30 days (11.44D, 11.44E). Provisionally recorded assignments not confirmed in use within the period are cancelled (11.47); if the network is not brought into use, not notified, or lacks Resolution 49 due diligence data after seven years, its publication is cancelled after six months' warning (11.48); the Bureau may query any assignment that reliable information shows is not in use or not as notified (13.6).
