ITAR - International Traffic in Arms Regulations 120.22: Use advisory opinions and interpretations as guidance, not as authorisations

A person may ask DDTC in writing whether it would likely grant a licence for a particular article or service to a particular country, describing the equipment, its use, any classification and the countries; the response is case-specific, not binding on the Department and not usable in later matters; DDTC may grant related authorisations; and interpretations of the ITAR may be requested as advisory opinions, which are not authorisations to export (120.22).
