ITAR - International Traffic in Arms Regulations 120.13: Recognise that one occasion of manufacturing, exporting or brokering triggers ITAR registration

Anyone who engages in the United States in the business of manufacturing, exporting or temporarily importing defense articles or furnishing defense services must register under Part 122, and one occasion is enough; a manufacturer that does not export must still register; U.S. persons, foreign persons in the United States, and foreign persons abroad owned or controlled by U.S. persons who broker must register under Part 129 (120.13). The practical control is an intake test that catches first-time activity before it happens.
