To classify an article, review its general characteristics to find the USML category, then match its particular characteristics and functions to a specific entry; an article is controlled if it is enumerated or caught by a catch-all paragraph using 'specially designed', in which case 120.41 decides whether a release applies; an enumerated entry takes precedence over a catch-all; a USML article stays subject to the ITAR after it is integrated into a non-USML item unless the ITAR provides otherwise; and articles not on the USML may be controlled by another agency, with the EAR's CCL order of review applying to them (120.11).
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
